Allocation Plans Overview
The Office of Energy Resources drafts RGGI Allocation Plans to show how RGGI proceeds will be allocated. Each draft allocation plan is shared with the public, and OER holds a hearing and accepts public comments before the allocation plans are finalized.
In Rhode Island, RGGI auction proceeds are allocated by OER to drive investment in energy efficiency, renewable energy and provide direct rate relief to low-income customers. The allowable use of auction proceeds in Rhode Island is governed by RI gen. laws §23-82-6. A link to full law can be found at the bottom of the page.
Allocation Plans Schedule
OER engages with DEM and the Energy Efficiency Council, to periodically draft and implement allocation plans describing how auction proceeds are to be allocated. Each proposed allocation plan is made available for public comment and public hearing. A notice is posted on the websites of OER and Rhode Island Secretary of State announcing a public comment period for the proposed plan. OER provides at least thirty (30) day notice of the public hearing. After the public hearing, OER allows an additional ten (10) day period for interested persons to submit comments in writing. OER maintains a record of all public comments. OER then finalizes the allocation plan and posts a copy on its website.
OER produces four allocation plans a year. Once the comment period has ended and the allocation plan is finalized it is posted to OER’s website as the final approved version of the plan. It takes approximately 2 months from the last auction for an allocation plan to be finalized and posted to OER's website. In 2025, it took OER an average of 64 days to produce a finalized allocation plan.
