Public Notice of Proposed State Plan for Weatherization Assistance Program (WAP)

In accordance with Rhode Island General Laws (RIGL) 42-35, notice is hereby given that the Rhode Island Office of Energy Resources proposes the State Plan for the Weatherization Assistance Program (WAP) Grant which is funded through the United States Department of Energy for Program Year 2026 (July 1, 2026-June 30, 2027). This proposed state plan is accessible on the Office of Energy Resources' website https://energy.ri.gov/ or available in hard copy upon request (401) 602-4844. A public hearing will be held to consider the proposed plan on Monday, August 31, 2026, from 11:00 A.M. to 12:00 Noon at the Rhode Island Office of Energy Resources, 1 Capitol Hill, 4th Floor, Providence, RI 02908. Persons wishing to testify may do so by signing up at the hearing or by submitting written testimony by Thursday, August 27, 2026, to the Rhode Island Office of Energy Resources, 1 Capitol Hill, Providence, RI 02908, or by email to Timothy.D.Lett@energy.ri.gov. The Hearing will begin at 11:00 A.M. and will conclude when the last speaker finishes testimony or at 12:00 Noon, whichever comes first. The Rhode Island Office of Energy Resources is accessible to individuals with disabilities. Pursuant to R.I. Gen. Laws § 5-93-4, The Residential Solar Energy Disclosure and Homeowners Bill of Rights Act, all residential solar retailers operating in Rhode Island are now required to maintain an annual registration with the Department of Business Regulation (DBR).

Home Owner Managing Energy Savings (HOMES) Program

The Home Owner Managing Energy Savings (HOMES) Program, previously known as the Home Efficiency Rebates (HER) Program, is a $32 million federally funded program through the U.S. Department of Energy. Rhode Island's HOMES Program will provide heat pump rebates to income-eligible multifamily buildings with a modeled energy savings of at least 20%.

The HOMES program application was accepted and is pending U.S. Department of Energy approval to launch.
