Rhode Island Office of Energy Resources Launches $32 Million Federal Home Owner Managing Energy Savings Rebate Program

Rhode Island is the first state in New England to launch the federal Home Owner Managing Energy Savings Rebate Program
The rebate program will support heat pump installations in multifamily Rhode Island households
PROVIDENCE, R.I. – The Rhode Island Office of Energy Resources (OER) announced today the launch of the $32 million Home Owner Managing Energy Savings (HOMES) Program. The U.S. Department of Energy approved the launch of the program, which will support heat pump installations in multifamily housing.
“This program will enhance the quality of life for multifamily households for years to come with modern and efficient energy improvements,” said Governor Dan McKee. “The program shows how collaboration between state and federal agencies can improve energy usage and comfort to these households.”
“This program will allow multifamily properties that are five units or greater to install more energy-efficient heating systems. That will help the residents of those homes to lower future energy bills, improve air quality, and reduce pollution,” said U.S. Senator Jack Reed.
“Thanks to the HOMES Program, families will have an efficient way to heat their homes this winter while saving big,” said U.S. Senator Sheldon Whitehouse. “I’m glad to have helped secure the federal funding that made today’s launch possible, and I hope Rhode Islanders will take advantage of these rebates to install heat pumps that save them money up front and lower their utility bills for the future.”
“We have the responsibility to take aggressive action to bring down home energy costs, which are skyrocketing for Rhode Islanders and making it harder to get by,” said U.S. Congressman Seth Magaziner. “I am proud to join my colleagues in Rhode Island’s congressional delegation to highlight the federal HOMES program, made possible with federal funding, which will help working people make energy-saving home upgrades and lower their monthly utility bills.”
“With winter on the way after a very hot summer, it is critical that Rhode Islanders can heat and cool their homes efficiently and affordably,” said U.S. Congressman Gabe Amo. “This funding will improve the lives of Rhode Islanders living in multifamily housing by providing safe, healthy, and modern climate control. I’m proud to work alongside a delegation that secured this funding, and I will keep pushing to find innovative ways to lower utility costs.”
“Rhode Island families deserve access to modern, affordable, and efficient home heating and cooling,” said Acting Office of Energy Resources Commissioner Chris Kearns. “This program ensures that multifamily households benefit directly while reducing their household energy bills long-term.”
The HOMES Program will be available to income-eligible multifamily properties with five or more units. The maximum heat pump system grant will be $16,000 per housing unit. Building owners and property managers of eligible multifamily housing can begin the application process through OER’s website.
