Home Owner Managing Energy Savings (HOMES) Program

The Home Owner Managing Energy Savings (HOMES) Program, previously known as the Home Efficiency Rebates (HER) Program, is a $32 million federally funded program through the U.S. Department of Energy. Rhode Island's HOMES Program provides heat pump rebates to income-eligible multifamily buildings with a modeled energy savings of at least 20%.

To be eligible, a multifamily building must have 5 or more attached dwelling units, with 50% or more of those units occupied by low-income residents. The HOMES Program defines low-income as under 80% of Area Median Income (AMI); a copy of Rhode Island's AMI chart is available under the HOMES Program Materials.

Interested building owners can start the application process by filling out the Multifamily Heat Pump Retrofit Questionnaire below.
