Agricultural Clean Energy Technical Assistance Program (ACE TAP)
The Agricultural Clean Energy Technical Assistance Program (ACE TAP) was designed to help Rhode Island farmers and agribusinesses streamline the process of applying to the USDA Rural Energy for America Program (REAP) in tandem with the Rhode Island Agricultural Energy Grant Program (RI AgEP). At this time, USDA REAP is not currently accepting applications for its grant program. However, the guaranteed loan program is open, and farmers can apply for loans for up to 75% of their total project cost.
Commercial farms have historically utilized the federal Clean Electricity Investment Tax Credit under Section 48E of the Internal Revenue Code as a source of project funding. However, only the commercial credit remains available. It is also important to consider the applicable safe harbor requirements associated with the Section 48E credit. To qualify, projects must begin construction by July 4, 2026, and be placed in service no later than December 31, 2027.

The RI AgEP offers up to $20,000 in funds for eligible projects located in Rhode Island. Many applicants simultaneously apply for USDA REAP, Commerce RI’s Renewable Energy Fund, Clean Heat RI, or others. For more information, follow the links below:
