Electric Vehicle Charging Station Installation Program
The Rhode Island Office of Energy Resources (OER), through its Lead by Example (LBE) Initiative, has been working with state agencies for a number of years, developing and implementing clean energy projects. The Electric Vehicle Charging Station Program’s goal is to make it easier for all RI state agencies to transition towards electric vehicles, and we understand that access to charging infrastructure is crucial for this transition.
This program provides technical assistance, procurement support, implementation oversight, and financial incentives to Rhode Island State Agencies to support the installation of EV Charging stations.
Eligibility
All Rhode Island State Agencies are eligible to apply and participate in this program, subject to availability of funds.

Electric Vehicle Charging Station - Cost Recovery Policy
In accordance with Section 42-140-11 of the Rhode Island General Laws, the Office of Energy Resources (OER) is implementing a new cost recovery policy for electric vehicle charging stations located on state-owned properties. The policy will take effect on January 1, 2025 and will apply to all electric vehicle charging stations on State-owned property (both current and future stations). This initiative establishes a fair cost-recovery model to support the sustainable operation and maintenance of EV charging infrastructure for all users.
Current rates are as follows:
- Level 2 Charging Stations: $0.28 per kilowatt-hour (kWh)
- DC Fast Charging (DCFC) Stations: $0.39 per kilowatt-hour (kWh
