State-Owned Electric Vehicle (EV) Charging Locations The Office of Energy Resources (OER) leads Rhode Island toward a clean, affordable, reliable, and equitable energy future. OER has continually worked to install, maintain, and operate EV Charging Infrastructure on state property throughout Rhode Island. This infrastructure expands the network of publicly available charging stations, as well as provides charging stations for state employees and fleets. These efforts support the adoption of clean transportation by residents, businesses, and state fleets, reduce transportation emissions, and foster environmental sustainability in alignment with the Act on Climate. Effective January 1, 2025, the Office of Energy Resources (OER) is implementing a new Electric Vehicle Charging Station Cost Recovery Policy, in accordance with Section 42-140-11 of the Rhode Island General Laws. This policy supports the sustainable operation and maintenance of EV charging infrastructure while promoting efficient use of charging stations for all users. Below is a breakdown of the rules and fees implemented in the Cost Recovery Policy. Charging Fees: Level 2 Stations: $0.28 per kilowatt-hour (kWh) DC Fast Charging (DCFC) Stations: $0.39 per kilowatt-hour (kWh) Charging fees will apply to all users—including the state fleet, state employees, and the public - at any station located on State-owned property. Idle Fees: Level 2 Stations: $0.25 per minute after a 15-minute grace period once vehicle is fully charged or after 4 hours of continuous occupancy, whichever comes first. DC Fast Charging (DCFC) Stations: $0.35 per minute after a 15-minute grace period once vehicle is fully charged. Idle Fees will apply to state employees and the public at any station located on State-owned property. Fleet vehicles are excluded from idle fees at stations exclusively designated for state fleet use during a 6-month pilot period.
